Replacing biomass boilers: the 2026 Abruzzo Region grant covers up to 100% of the cost
From 15 September 2026, residents of Abruzzo can apply for a regional grant — combined with Conto Termico 3.0 — to replace wood, pellet or oil stoves, fireplaces and boilers with heat pumps, solar PV and storage: up to 15,000 euros non-repayable. Every winter, the same routine: pellet bags to buy and carry, firewood to stack, ash to empty, a boiler room that gets dirty. And a fuel bill that never seems to go down. For people living in Abruzzo, 2026 brings a concrete chance to close that chapter: the Region has published a call for the replacement of the most polluting domestic heating systems which, combined with Italy’s Conto Termico 3.0 scheme, can cover up to 100% of eligible costs — with a regional grant of up to 15,000 euros for those switching to a heat pump with solar PV and storage.
This article summarises the key points of the call, as published by the Abruzzo Region with the executive decision of 22 July 2026, and explains how New Energy can support you from the eligibility check to the paperwork.
What it is
The call is part of the Regional Air Quality Plan and is funded with 3.5 million euros from Italy’s Ministry of the Environment and Energy Security. The aim is twofold: fewer emissions and more energy efficiency in homes, by scrapping old domestic biomass or oil-fired generators and replacing them with certified low-emission systems.
The regional grant is not a stand-alone incentive: it is an additional share on top of the GSE’s Conto Termico 3.0, with which it combines up to 100% of eligible costs. A non-negotiable condition is therefore that the works also obtain the national incentive.
Who can apply
- Individuals resident in a municipality of Abruzzo, who own or co-own — or hold/use — the property (you do not need to be the owner: the owner’s authorisation is enough).
- The property must be a residential unit located in Abruzzo.
- One application per housing unit.
What can be scrapped
- Wood-biomass systems — open fireplaces, wood or pellet stoves and boilers — with a firebox output of up to 35 kW and an environmental class of up to 4 stars, or with no certification;
- oil-fired heating systems.
New installations without scrapping are not eligible: the old generator must be decommissioned and disposed of with documentation (or, for open fireplaces, the flue must be permanently sealed).
What can be installed and how much the grant is worth
New systems must fall within the Conto Termico 3.0 measures (Ministerial Decree of 7 August 2025). These are the caps on the regional grant, which can be combined with the GSE incentive:

Two rules to keep in mind:
- Regional grant + Conto Termico cannot exceed 100% of eligible costs, including technical and ancillary expenses.
- Applicants for the regional grant declare that they do not use other incentives, tax deductions included, for the same works.
Eligible costs are those related to the replacement under the Conto Termico application rules: removal and disposal of the old system, supply and installation of the new generator, necessary plumbing and building works, work on distribution and control systems, professional services linked to the works, VAT where it is a cost.
Dates and procedure
Mind the detail that decides everything: the scheme works on a first-come, first-served basis. There are no “last days” — applications open on 15 September — but funds are limited and order of arrival counts. Those who arrive with a quote, documents and the GSE application already prepared apply first.
Why heat pump + solar is the most supported combination
It is no coincidence that the highest cap — up to 15,000 euros — is reserved for an electric heat pump paired with solar PV and storage. It is the configuration that eliminates fuel altogether: the energy produced on the roof powers heating, summer cooling and hot water, and the battery makes it available in the evening too. For a family it means no more pellets or heating oil to buy, turning a recurring expense into a system that works for twenty years.

Frequently asked questions
Can I apply if I have a gas boiler? No: the call covers only the replacement of wood-biomass generators (up to 35 kW, class up to 4 stars or uncertified) and oil-fired systems.
Is the grant guaranteed? No. Admission depends on meeting the requirements, on the order of arrival of applications and on the availability of funds; combined with Conto Termico it cannot exceed 100% of eligible costs.
What if the GSE runs out of Conto Termico funds? The call provides that, in that case, the Region recognises an additional share of the eligible costs on top of its own grant, always within the caps.
Do I have to own the house? No: holders and users of the property can also take part, with the owner’s authorisation.
